It's Like Stratego but With Robots!
The purpose of the Strategy Team is to come up with the team's major objectives and strategy, without actually coming up with the "how". The team primarily works in the beginning of the season to come up with a plan for the robot, and also works at the competitions, where they scout out the other teams and try to formulate possible alliances and game plans.
